Nice freshly cut Sri Lankan sapphire. Better than eye clean.   Not seeing inclusions upon magnification, I'll say VVS incase I am missing something  Very high luster with nice fully reflective cutting.  This is the type of cutting and full intense fire from within the stone that one would be looking for in any top piece of jewelry.  
Certified unheated sapphire. Rivermined gemstone.  Ratnapura means gem city translated. 25% of Ceylon is thought to be covered in gem gravels.
Rivermined sapphires are always best because they tend to be more rounded for easy cutting. Mining costs less and the sapphires are better quality because of the outside included edges getting worn away during their travel.
